Description Henri Sivonen 2009-06-03 07:32:57 UTC
Under http://www.whatwg.org/specs/web-apps/current-work/#charset after the sentence "Authors are encouraged to use UTF-8." please add a sentence to the effect of "Authoring tools should default to using UTF-8 for newly-created documents."
