The fn-element-with-id tests cover some cases for fn:id that are not tested elsewhere; specifically the cases that differ from the fn:element-with-id function.

However, if an implementation does not have the fn-element-with-id function, then these cases are not tested.  Perhaps it would be worth seperating out the fn:id parts of the test into different test cases.

There's limited effort available and I think it's best to spend it on things that will have lasting value. Implementations that don't support element-with-id (and that take the trouble to run the test suite) presumably won't be around for much longer.

With Michael's comment #1, I suggest that we make no change to the test suite.
