Some failures can be repeated a number of times in the resource. One extract is usually enough. If we cannot be more precise on the position where the error occurs, it doesn't make any sense to output a list of 20 code excerpts. One is enough, prefixed by the number of times the failure/warning was detected. If the failure occurs less than 3 times, it might still make sense to output all the code excerpts.
As failure details now are expandable sections that are not expanded by default, restricting the list to only one or two items is not that important. The list is now restricted to the top 10 occurrences. The number of occurrences is given before the list.
