Clarify the namespace usage for extension elements in each of the specifications.
Reason: For completeness and to help implementers easily understand all requirements concerning extensibility points.

Proposal:
Add the following text:
Extension elements and attributes MUST NOT use the Web Services XXX namespace name.

(replace XXX above with the appropriate spec)

To all specifications:
Transfer  add to end of section 2.4
RT - add to end of section 3.4
MEX - add to end of section 3.3
Eventing - add to end of section 3.2
Enum - add to end of section 2.2
