Right now RT's create allows you to pass in some
initial metadata that will be correlated with the new resource.
A usecase for this is that the metadata contains some security
policy and unless we pull in something like Tx there will be a time
between the creation of the resource and the adding of the security
policy in which a possible security exposure occurs.

However, this feature is not RT specific and as such should be
moved into Transfer since clearly if this is a useful feature
then non-fragment creates would want to use this too.

There are two possible solutions:
1 - move this feature into Transfer
2 - remove this feature from RT and assume it will be solved through
    some other mechanism

Proposal:
remove this feature from RT

This feature actually is much bigger than T and RT and will be
reexamined in issue 6641.

It was noted in the minutes of 2009-06-30 that this would be re-addressed or dealth with in the context of issue 6411
