It is not clear what the semantics of the policy dialect 'http://schemas.xmlsoap.org/ws/2004/09/policy' are. When you ask for this dialect do you get just the policies that have been attached to the service endpoint or a rollup of the all the policies that have Endpoint Policy Subject? What about policies that have Opertion and Member Policy Subjects?
