Should the RT spec indicate that the wsrt:ResourceTransfer header should/must/may be included in fault messages related/defined by RT?

RT Faults have their own action uri, which indicates that it is an RT fault.
Additional header is thus not necessary.

I believe there isn't anything for the editors to do on this one.
