-<meta http-equiv="Content-Style-Type" is required.
-width and height is required for <img>.
-<p></p> is not recommended.
-Enhanced comment about compile for DOWNLOAD.html.ja

<meta http-equiv="Content-Type" added to CVS. The rest needs clarification/discussion and should be split into distinct reports/patches.
