The windows build of 11.1 (and 11.0) will crash when the annotation window is closed and a second annotation is requested.  This was experienced using local annotation files.  It was not clear whether closing the window first, or just initiating a second annotation caused the crash - it seemed to happen in varying circumstances.

A bug with local annotation files on Windows platforms is now fixed.
The fix will be available in the next snapshot/release.
