Bug 5929 raises a concrete issue with blockDefault="#all" in the schema
for schemas.  While the particular issue can be resolved without changing
that default, I suggest we consider removing blockDefault="#all" in any case.

On 2008-10-10, the working group discussed this issue and decided to remove blockDefault=#all from the schema for schema documents.
