Catalog002 fails, indicating a problem with namespaceDecl-3.

I've marked namespaceDecl-3 as a runtime-error, as it expects err:XQST0070.

This expected error is suppported by XQuery 1.0, section 4.12 Namespace Declaration, which says, "The namespace prefix specified in a namespace declaration must not be xml or xmlns [err:XQST0070], ..."

It is further supported by Bug #4463, Comment #4.

Please close this bug if you agree with this resolution.
