The test matrix displays a list of any methods or attributes that do not have 
tests.  Before this fix, L3 Core would list untested many methods that had not 
changed and were adequately tested by the L2 Core suite.  This patch (and 
corresponding change to dom3-core-matrix in build.xml previously committed) 
optionally suppress methods and attributes that were not changed in a specific 
version when the specVersion parameter is specified.
