Section 5.2.3 the following text appears:
If schemaComplete has the value false or 0, then this specification does not constrain whether or not definition documents required for *interchange set validation of the interchange set* are retrieved from outside the interchange set.

Proposal: remove the phrase "of the interchange set" from the above sentence.

As per the decision in F2F meeting on 3/31, fix as per the suggestion in bug text

Changed per suggestion. Note that "of the interchange set" had been changed to "of the interchange model".
