Perhaps:
Although this specification does not mandate the use of variable substitution in Schematron messages, it suggests the use of xsl:variable when variable substitution is desired.

The text of the titles in both 6. and 6.1 is capitalized inconsistently with the rest of the document.  

I also note that 6.1 variable substitution is a sub-section of 6. localization, although its use is orthogonal at least in the context of Schematron messages, the only place both are allowed.  If they are orthogonal, they should be at the same numbering level.

Second change should not be applied; a new defect will be opened to deal with this (bug to be opened by Kumar):
5.4.1 Rule Binding

all changes applied as suggested except the following:

1. the second change was not made as mentioned in comment# 1
2. I have retained 6.1 variable substitution as a sub-section of 6. localization. The current structure is not incorrect.

Applied the second change (that was not applied earlier, see comment# 2).

I agree with the original intent in the spec regarding binding rule doc to any doc, therefore no need to open a separate bug.

Added the following clarification:

...
Rule documents MAY be bound to model instance documents as well as model definition documents. The mechanism for binding rule documents ...
