Define an anchor go for the {rules} definition, under 5.3 Rules Embedded in Schema Documents. Link all {rules} references to this anchor.

This is similar with how {target*} links are referring to the {target*} definition

fixed by replacing all <term>{rules}</term> with <termref def='rules'>{rules}</termref>
