In section 5.3.3, bullet point 3 makes normative statements which are really determined by the Schematron spec, not SML. The WG discussed removing this bullet point or moving it to a non-normative note. (If a note, then we change 'rule' to 'sch:rule'.)

Proposal: Remove bullet point 3.

Whether we remove bullet# 3 or make it into non-normative note, either case is a purely editorial change. Marked editorial.

Deleted bullet#3 as proposed for now. On WG review, if it is decided that it should have been converted to a non-normative note, it can be achieved easily.
