Reformulate the grammar to follow the approach taken by XPath for the definition of steps, axes, and functions. Make the parts of the expression more orthogonal.

The WG discussed this comment at the October 2007 F2F and agreed to 
give some consideration to regularizing the SCD grammar, but we are not at this time committing.

Some regularization was performed.
