In order to ease authoring, and to converge with HTML syntax, we should examine the possibility of allowing a null-namespace 'href' attribute on <a>, <use>, <image> and other elements.

Another option is to allow the use of 'xlink:href' without an explicit XLink namespace declaration.

Note that both approaches do have drawbacks as well as advantages... see attached links.
