3.6.2 XML Representation of Attribute Group Definition Schema Components contains a paragraph whose basic content (The example above illustrates a pattern which recurs in the XML representation of schemas: The same element, in this case attributeGroup, serves both to define and to incorporate by reference.) would aid readers if introduced earlier, e.g. in 1.5 or 3.1.

In an effort to make better use of Bugzilla, we are going to use the
'severity' field to classify issues by perceived difficulty.  This 
bug is getting severity=minor to reflect the existing whiteboard note
'easy'.

During the teleconference of 21 March 2008, the XML Schema WG adopted
a wording proposal (the 'March 2008 omnibus proposal') which we
believe resolves in full the issue raised in this bug report.  The
wording proposal can be seen at

The description of the name/ref design pattern has been copied to
section 3.1.2; some errors in the description were corrected
(declarations with 'ref' attributes do not have to be empty, they can
contain annotations, declarations with 'name' aren't always children
of 'schema, etc.).  The commentary on the example in section 3.6 has
been changed to refer to the design pattern as already having been
described, rather than mention it as a new topic; it has also been
moved from the bottom of 3.6.2 to the top of 3.6 to be with the
example being discussed.

John, as the originator of the bug report, I hope that you will agree
that the changes shown in the wording proposal resolve this issue
satisfactorily.  If you do agree, please change the status of the bug
report from RESOLVED to CLOSED; if you don't, please change it to
REOPENED and let us know what's wrong.  If we don't hear from you, we
will after a decent interval (at least two weeks, but probably more)
assume that your silence implies consent.
