It appears that the August draft dropped the third paragraph from the submission draft, which asserted that all aliases in an SMLIF instance must be unique.  I propose we resurrect that assertion.

There is also an inconsistency between the informal description of aliases and the content of 3.4.4.  SMLIF 2.1 Packaging contains the following text:
"The first child of each document is typically a docInfo element that (indirectly) contains a list of alias elements whose content is a URI with no fragment components (i.e., one with no "#" in it)."
I do not see this assertion that alias URIs MUST NOT have a fragment component anywhere in 3.4.4.  I propose we add it to 3.4.4.

bugzilla was returning proxy error, retries created dup bugs, closing dups
