Align language around where in schema documents the attribute occurs amongst acyclic and target* headings using the first example in 5108.  5109 has language for element declarations equivalent to what acyclic contains for complex types.

Align language around separation of concerns in the same places.

Align language around default values in the same places.

4.3.2.3 sml:targetType does not appear to specify a default value

I don't think this defect is ready for editorial updates.

The defect description refers to 5108 which is in hasProposal state.

In reviewing this section (now 4.4.2) it looks to me as though the edits related to 5108 and 5109 have covered the issues in this bug. The wording seems to reflect the same structure as in the preceding (acyclic) section.
