I believe the expected results for the listed tests have extra whitespace:

fn-id-8
fn-id-23
(new line between elements)

fn-idref-8
fn-idref-18
fn-idref-23
(space at end of file)

Which, unless I am missing some whitespace removing step when comparing fragments, means they are incorrect.

A fix has been attempted in CVS, XQTS_current.zip is updated.
