The current schema recommendation writes: "dayFrag is a numeral consisting of exactly two decimal digits, or two decimal digits, a decimal point, and one or more trailing digits. It represents the second value." Obviously you are talking about secondFrag, especially as dayFrag has already been discussed in the preceding item.
Fixed as suggested (in working group internal drafts).
