XSD currently says processContents=skip for wildcards, should we change to lax?  It seems strange to not allow schema processors to do any validation even if the required schema components are available.

Consensus: 2007-09-13 telecon email at 
http://lists.w3.org/Archives/Public/public-sml/2007Sep/0092.html contains 2 issues.  Resolved that we use skip where definition/instance docs are included by value, use lax on all the smlif extension points, 
and Sandy will open a separate bugzilla on his "by the way" comment from his 8/27 email (splitting one xs:any into two).
