In mode overview section 3.2.2, "Import" is a concept used in XML Schema, WSDL 
and BPEL. In all those cases its semantics is associated to bringing in names 
from namespaces different than the current one, so that they can never replace 
existing names.

intention is for import to be the same as schema, wsdl, bpel etc (section 
2.4.6.2 03apr 2004). If overriding is required then a new concept needs to be 
added (issue number 484).
