To assure interoperability between thesaurus option, I wonder if SHOULD should be a MUST.

There are existing implementations whose 
thesaurus support does not conform to ISO 2788. 
In order to encourage implementations to support 
this specification sooner rather than later, we 
should not make the job not difficult to achieve. 
However, future version of this spec may choose 
to tighten the requirements, changing SHOULD to MUST.
