The Current Guidelines Document uses different terms to describe recommendations made in the Document: "Guidelines", "Best Practices" and "Good Practices". I think the readers would be confused thinking there are different categories (levels) of recommendations. I suggest we use the term "Guidelines" everywhere in the document, to avoid major rehash, as the name of the document is guidelines.

RESOLUTION: 4573 to change all items to say "best practices" but leave the title of the document as is
