Description: the definition for policy vocabulary is inconsistent as applied in the context of the policy expression post intersection because the vocabulary of the input policies may have more assertion types than that post intersection, leaving the semantics of absence is negation (AIN) or "will not be applied" in question.

Proposal: this email provides a proposed change to the framework spec to remove the terms policy vocabulary and policy alternative vocabulary and modify the text that applies to "will not be applied". http://lists.w3.org/Archives/Public/public-ws-policy/2007May/0003.html
