5) section 2.4: since we don't define any wsdl in this spec, we can remove WSDL from the precedence rules.

section 2.3: change to: This specification uses the following syntax to define pseudo schema.
All parts of this specification are normative, with the EXCEPTION of notes, pseudo-schemas, examples, and sections explicitly marked as Non-Normative. Normative prose within the specification takes precedence over the normative schema.
RESOLUTION: close issue 4500 with the text above and the change to section 2.3 from "outline" to pseudo schema.
