The Data Model does not state any constraints on the use of the namespace 'http://www.w3.org/2000/xmlns/'. Such constraints are needed to ensure that an XDM document can be serialized as a namespace-well-formed XML document.

In 6.4.1, Namespace Nodes, first numbered list, add:

3. A namespace node must not have the name "xmlns" nor the string-value 'http://www.w3.org/2000/xmlns/'

The WGs decided to accept the proposed solution in the description as the fix for this bug at the Joint telcon 329 of 2007-05-08.
