The generated outline for the document at http://dorward.me.uk/www/centre/ (which has plenty of headings) has the following, content-free markup:

Thanks for the bug report!

Interestingly, theparser's API considers the headings to be systematically uppercase when insgml mode, systematically lowercase in xml mode (regardless of what the document actually uses). 

I'll fix my regexp.
