7. "at either or all of": should this not be instead "at any of"? Or do 
you really mean that if any one of the multiple receivers fail, they all 
fail? Using a longer description would help.

RESOLUTION: wsdl 7 closed with the following text: Each SOAP node involved in the message exchange might differ in its determination of the successful completion of the message exchange. Each node MAY independently signal a fault in the case of abnormal operation. Determination of abnormal operation is outside the scope of this specification. Disposition of such faults is outside the scope of this MEP.
