Jim Melton noted the processing model in XQuery FS is outdated (missing the module part). See:

The figures should probably be aligned.

This issue has been entered as FS erratum E017. I have committed the following fix to the source files for the next edition of the FS document:

    In 3.2.1 Processing model, in the diagram, add a box labelled "Modules",
    and an arrow labelled "(SQ3)" pointing from the "Modules" box to the
    "Static context" box.

Consequently, I'm marking this issue resolved-FIXED. If you agree with this resolution, please CLOSE the issue.

The fix appears in the Proposed Edited Recommendation for the FS.
After 20 months with no response from the original reporter,
I am marking this issue CLOSED.
