In 3.3.16.1, the 'hexBinary' is still marked up as a <term>.  I'm making the change to a <dtref> here and anywhere else that I notice it hasn't already been fixed.

On 5 Dec 2008, the WG accepted a proposal to fix this bug; the result has been incorporated into the master datatypes.xml file, but a new SQ HTML version has not been generated.

Pproposal approved as amended is now in the status quo and most recent LCWD. 
Hereby marked FIXED.  As reporter of this bug, i will immediately mark it CLOSED.
