Title: framework spec does not formally define syntax (outline, etc) for compact form policy expression

Description:
See F2F discussion preceding the anchor: http://www.w3.org/2007/01/16-ws-policy-irc#T00-27-26

Some in the WG have expressed concern that valid compact form expression is not formally defined anywhere... only normal form is formally defined. However, the schema permits either form.

Justification: see above

Type: technical

Proposal: TBD
