Title: Use of empty policy for nesting should be exemplified 

Description: This is related to an existing issue 4142. Currently the utility
of empty assertions and compatibility is unclear. When the semantics is
clarified, the effect of using nesting should be exemplified for Primer and
Guidelines documents. 

Justification: Nesting is used in Security Policy and it will be used by other
domain specifications. Thus, the effect of empty policies with respect to
authoring nested assertions should be clarified. 

Proposal: TBD, depends on the resolution of Issue [4142]
