URL quoted above parses with no level 1 warning, yet when validating with warning=1 parameter, the list of warnings is correctly empty, but the "warnings" header is still present because the total count of warning (including number of warnings not displayed) is > 0.

this has been fixed around release on Dec 18 2006.
