Pained at the uselessness of full-text query implementations that do not allow users to nest proximity expressions, we propose that instead of making nesting entirely optional, the number of levels of nesting required be limited to 3.

The FTTF discussed and determined that implementing 3 nesting levels would involve the same amount and complexity of work as implementing infinite nesting, so limiting nesting to 3 levels does not help the implementation issues that prompted this optional restriction on nesting in the conformance statement. 

Pat feels that not being able to nest proximity operators would severely reduce the power of XQuery Full-Text and expects the Library of Congress to submit a minority opinion if this decision stands.
