Test matrices for L3 specs do not properly link to the specs and some tests have
links to out of date specs, both of which cause the generated test matrices to
be unusable.

Force execution of metadata transform

Ant doesn't check the dependencies of alltests.xml to all the other tests
files, so extracted metadata and test matrices could be stale unless the
transform is forced.
