Maybe we need a new URI to identify the schema 1.1 language. This would help people (e.g. APIs) to indicate which version to use. Note this is different from introducing a new "namespace" (see bug 3047), which we agreed not to do. As an example, both JAXP and DOM use "http://www.w3.org/2001/XMLSchema" to identify XML Schema 1.0 (which happens to be the same as the namespace used by schema documents). It would be very helpful to those APIs if schema defines a new URI for 1.1, otherwise they would have to invent their own.
The proposal implicit in this issue has been accepted in principle, although final wording has not been approved, so the decision is not yet part of the status quo. The current wording proposal is part of the 'face to face followup' document linked from the editorial pointers page (member-only link).
The final wording proposal for this issue was adopted by the WG on the call of 23 February. I'm marking this issue RESOLVED to reflect that fact. Sandy, as originator, you can mark the issue CLOSED if you are happy with the disposition, REOPENED if you are unhappy. If you do nothing, in a couple of weeks I'll assume you're content and mark it CLOSED.
