What is the semantics of a union b except a? Is it:
(a) "b"
(b) "a" and "b"

Make binding explicit in the textual semantics.

The TF agreed to add a sentence to section 3.2.5, FTStopWordOption, the paragraph beginning "Multiple stop word lists...".  That sentence will read "union and except are applied from left to right" (or words to that effect).

In section 3.2.5, FTStopWordOption, the paragraph beginning "Multiple stop word lists...".  Added the sentence:
The keywords "union" and "except" are applied from left to right.
