Make clear where collation information comes from. Also where does casing get language specifics (FTLangOption)?

The TF agreed changes that resolve your comment, as you agreed during the F2F where these decisions were made.  This bug remains open pending review of the specific changes to the spec.

Added this sentence to section 3.2.6, FTLanguageOption, 4th paragraph: 
The "language" option MAY influence the behavior of other match options in an implementation-defined way.
