dynEnv |- Literal has atomic value AtomicValue
    This should use a static rather than dynamic environment, otherwise
    you run into problems trying to consult dynEnv from a rule where only
    statEnv is available, e.g.,
        5.2 / SCP / rule 1
        5.4 / SCP / rule 1

The fix for this bug does not appear in the Recommendation of 23 January 2007. 
It will be considered for a future publication (either an Errata document or
some possible future version of the specification).
