The term "default axis" is used in XPath to apply to all steps and there is a
single default.  This is different from the use in SCDs.  This probably needs to 
be clarified or have the term changed to something else.

This comment is related to additional comments arising from the XQuery/Schema joint task force (http://www.w3.org/XML/Group/2007/09/scds) which were considered at the meeting of 10 Oct 2007.

Changing to a more axis-oriented description leads to renaming "default axis" as "default arc", which will resolve this issue.
