Section 2.3.1 (Weights)

The use of 0.5 as the default weight looks completely arbitrary and
unmotivated. It requires an extra floating point operation for every score
calculation.  The default weight should be 1.0, which is much easier to explain to users.

The WG agreed to change the default weight to 1.0.

The range was restricted to be be between zero and 1000.

Note that the range restriction is new: the specification used to say
that the weight could be any value.  

I am happy with the change in default; unhappy with the restriction in range, particularly the loss of negative values.  But I will accept this bug as closed.  See bug # 3905.
