As data protection law is mainly based on consent. As it is more and more difficult to record and 
establish that consent, P3P might offer an opportunity to help establish and record given consent in a 
given scope.
This was in the initial negociation protocol, but consent recording is way simpler and should be easier 
to specify or implement
