Add Cross-Product description to 4.3.3 in Framework. Rationale - add some clarity to existing approach and examples.

Proposal - 

Change "Similarly" in Distributive item to  following new item heading and text:

Cross-Product
wsp:ExactlyOne items may be combined using cross-product operation (and incorporating distribution of wsp:All)

Justification- add clarity and consistency to existing approach and examples. Clarifies since distributive not this action.

Target - WS-Policy Framework [1]

Proposal:

Replace "Similarly" with "Similarly, by repeatedly distributing wsp:All over wsp:ExactlyOne,"
in section 4.3.3
