I have three questions which this bug shd address.  In the situation where the two participants in an interaction both have policies and go thru a matching process to select a policy alternative:

1. Does the selected policy alternative apply to all messages that may be exchanged between the two participants?

2. Does the selected policy alternative apply identically in both directions?

3. See also bug 3639 which requests a mechanism for a message to identify the policy alternative it adheres to.
