Line 5 of the test catalog for the 1.0 test suite asserts that it is the catalog for version 0.8.6.

Also all the citations on the following few lines are to old dated versions of the specs, eg

     <citation-spec name="XQuery">
         <description last-mod="2004-10-29">XQuery 1.0: An XML Query Language</description>

      </citation-spec>

I committed the following:

Fix for "Bug 3625 Incorrect version identification", http://www.w3.org/Bugs/Public/show_bug.cgi?id=3625 :

* Use the "Latest Version" links for the XQuery/XPath specifications, just as is done for the XSL-T link, for example.
* Change the title element to be consistent with the version attribute.

XQTS_current.zip is not yet updated. Feel free to change status to CLOSED if the resolution is satisfactory.
