Better describe policy language capabilities in the Introduction

Description: 
I think one of the main goals of the WS-Policy Framework is to provide policy evaluation capabilities i.e. to use the Framework constructs to evaluate combinations of domain-specific policy assertions, nested policies, etc.

The phrase  assertions to be reasoned in the Introduction can be improved to reflect this goal  see proposal.

In 1.1 Introduction change from: 
Web Services Policy 1.5 - Framework provides a single policy language to allow both kinds of assertions to be reasoned about in a consistent manner.

To:
Web Services Policy 1.5 - Framework provides a single policy language to allow both kinds of assertions to be expressed and evaluated in a consistent manner.
